Yes, your PEO should be certified by the IRS. Because of the PEO working , must have a location in the United States, in a business, of working to report to the IRS.

It is, because if you do not have taxes in the USA, and have a business. You have to pay those taxes, by living in the USA. And contacting the IRS about it, with forms, sheets, or letters given to you.
