I would say that a road can be either rough or smooth, depending on the person's perspective. Some people might see a rough road as a sign of opportunity, while others might view it as a challenge to be overcome. Ultimately, it comes down to how the individual uses the road. If they are praying, then the road might be smooth and easy, while if they are cursing, the road might be difficult and full of obstacles.

Indeed. The actual location and activity of the person to whom this may be said plays an important role, as well. Someone with slippery shoes may see a literal and physically rough - read: stony or with broken surface - road as a blessing. But, someone wearing shoes with sticky bottoms may consider a literal rough road as his/her worst nightmare. I agree, it depends on one's perspective.

If i may ask why would someone say something like that, that's obviously not a good thing, we are always taught, that the tongue can curse and can bless, so when we say some things, it's good that we analyze what we say before we say it otherwise you could end up regretting later on, and blaming yourself for something you could have avoided right from the start. I will say it's much of a curse than a prayer. For instance when you pray, you say good things that will elevate someone or make them feel loved and appreciated. Prayer is not meant to hurt someone's feelings, it's meant to encourage. When someone tells you, may your road be rough they are definitely not wishing you well, they are wishing you all the bad things you would think of, and really that's not right.
