No, you don't need to know Chinese to visit Ningbo. However, it will be helpful to have a basic understanding of the language in order to have a better experience and better communicate with locals.

I have visited China on more than one occasion. In some regions, the people do speak other languages and English is the most prominent language I have found that they speak there. In other regions, they only speak Chinese and it is very hard to communicate with the people there. You can try the old point and show them an image. I've even had issues at the airport when I was trying to go to a few hotels that the drivers had no idea where they were. They were larger hotels but they still had an issue and the drivers did not speak English or any other language so it made it very hard to communicate with them. I would try to learn a few words of Chinese if you are visiting regions that are not heavy populated tourist regions for sure.

It is most likely to learn Mandarin because not all people there can speak the English language. I mean there are but a few of them who can communicate in this language.
