It is surprising that Macao does not have debt. It is a place that too small. However, it is not a country since it is China's territory. If it is the country that you are asking for, then it is Brunei Darussalam with no debt.

There is no Country without debts, even the best of economical countries have debts, however there are countries with the lowest debt profile which means they have kept their spending inline with income, these includes Brunei, Estonia, Afghanistan. Debts is a factor of GDP and could be internal or external debts.

There are no countries with zero debt. The closest countries to having zero debt are Saudi Arabia, Brunei, Kuwait, and the United Arab Emirates. These countries have very low levels of debt and very strong economies. However, all countries have some level of debt, even if it is very low.

I don't think there's any country without debts and if I can jog my mind, maybe let's say China. I say China because its the biggest lender to many countries and I think its one of the richest countries in the world. Its very normal for a country to have debts and I don't find this a big deal.

There's no country without debt, even the best of the best economies in the world are debtors to other countries, but there are countries whose debt are very low, hong kong is a typical example of them.

In my opinion China, the USA, Saudi Arabia, UAE, Brunei, and Kuwait have no debts because are stable nations giving loan to other struggling and developing countries .

Guernsey and jersey  are the country that has no national debt,so they pay no interest.all this started with the Napoleonic wars when the government borrowed money to fund the war
