No, there is no need to send a legal notice without a lawyer for recovery of money. If you want to file a court case, you must do so without a lawyer.

You can send original signed reminder letter to those whom you expect to return back the money before seeking legal help,  else send legal notice from qualified legal counsel and it's general practice as wordings and statements by counsel warns opposite party with legal punishable laws under which action will be taken to recover. It's law procedure to send notice first before filing case.
