If you want to set it up for free then it's probably gonna be so hard because there is ton of softwares allowing you to do this but you still need a proxy servers list right?

So the best possible way would be to download a software (maybe pirated version if you've got no money) and then just go to drfarfar website to take free proxy servers list.

This way you will be able to set up your own proxy server at home.
