I'm a girl in my late teens. For some reason in public, there is always an instance where a man feels the urge to make a comment on my appearance, whether it be good or bad. I have always struggled with anxiety and panic attacks, so I do my best to ignore it but it happens too much for me to filter it out of my head. 

Sometimes it's a good compliment such as "you look lovely today" or calling me beautiful but other times it will be really odd. Recently a guy walked past me, looked at me in the eyes and went "eugh." Not sure if it was out of disgust or if it just came out. Sometimes one said "bloody hell." I hate the vague remarks, it messes with me a bit. 

I dress fairly normal, nothing too outrageous. My makeup is natural. 

 I do get reassured that I look very attractive by my circle of friends including guys and by my family or other people I know... But I don't know.

I just can't understand why men want their opinions so clearly heard about a woman's looks in public, even if they don't know her. I would never do it to a man, attractive or not. Could I have a man's view on this? Why do they do it?

They are more than likely complimenting on your personal appearance in public more frequently in public other than how often it takes place in a private secluded area. Because he may be aware that may suffer with low self esteem or confidence out in the open. He may also be sensing your panic attacks/ anxiety or discomfort feelings and behavior. Men have good intentions behind the reason of doing this action towards you. and embrace it

Men are moved by beauty, one of the key reasons could be because of your beauty. My advice is that you should never get timid by these things, do not let it disturb you, you need to bold and strong and get used to it, as you grow up it will fade away.

If I were in your shoe, I will just ignore them. You do not need to explain anything to them. Just be yourself and be confident about yourself.

Probably as an 'ice-breaker' to get an introduction, in the case of compliments, even though it rarely works. For the insults, they likely treat other guys the same way, but probably a lot more careful not to mess with guys they think could stomp them....which they don't have to worry about with females....so basically you are a 'soft target'. Children raised without physical discipline become bullies as adults, with no self-control, and no learned fear of bad consequences.

Well I don't think it's a crime to comment on a person's appearance but it totally depends on how they comment ,if you are a victim I advise you don't take them serious.

There is no one answer to this question, as people can appreciate different things about everyone's appearance. Some men comment because they find your appearance to be attractive, while others find your appearance to be attractive because they think you are a good looking woman. Ultimately, it is up to the individual to decide how they feel about looking publically.
