Yes, if they are made of foil they are reusable and recycled. You can take them to a balloon shop or florist to be refilled with helium. You can recycle them if you have no need to reuse.

In all cases here you are the winner. Yes, helium balloons can be reused.

If the balloons are not damaged, then you can reuse them without any second thought. We need to consider what materials that was used and foil-type is the best one.

You can reuse balloon till the time helium gas is trapped inside the balloon. Once it has come out, it is just a normal balloon.

Because of atomic mass helium is lighter than oxygen and air and thus once balloon is suspended it will fly and go up.

Once you take out that helium and fill normal air, it will not fly and behave like a normal balloon only

As long as no manual sealing of foil balloon is required ,the balloon can be refused.

Valved foil balloon  can be inflated again and again.

Warm the balloon by placing it in a hot location or gently heating it with a hair dryer. The heat increases the kinetic  energy  of helium atoms.
