Yes,I think you can add it going into network and sharing center in your I-pad and searching for internet protocol settings and customizing it as you wish.

No, you cannot add an IP4 server to an iPad. iPads only support IP6 servers.

IPv4 servers are not compatible with iPads because the iPads only support the newer IPv6 protocol. IPv6 offers more features and is more secure than IPv4.
