Court, hospitals, municipal offices and also other places which are under govt, all needs to have digitization of the old documents. And it should make them easy to access that data. This way I am sure they can keep tab on more issues and also make it easy for them to later access those issue specific documents as well. 

So digitization is the need of the hour. And more people should consider digitization in context of the work and the legal exposure as well.

Yes,in this period they should promote it in some way so that cases get solved of courts.And in offices,things don't stop completely in this lockdown situation.

Based on my personal experience with the local government agencies in my country, when they started using modern gadgets in their offices, it became less efficient. The outcome is too slow to give their services to the local people.
