Is it that the material isn't affected by the sun at all, or is the degradation just slowed down?

UV Stabilized means they have added a stabilizer to the resin to allow it to protect the substance from the long-term degradation from UV light. UV stabilizers work by absorbing or screening out UV radiation and preventing damage. UV Resistant materials by nature resists UV rays and prevent UV degradation.

UV light, or sunlight, will cause non-resistant materials and surfaces to fade or discolor. ... In practice, 1 deltaE is defined as the minimum color difference perceivable by human eye and, in general, a material that after aging presents a value of this parameter less than or equal to 2, is considered UV-resistant.

UV resistance is a term that refers to an organism’s ability to protect itself from the harmful UV rays of the sun. Many organisms have built-in defense mechanisms that protect them from ultraviolet radiation, such as developing thicker layers of skin or producing protective chemicals. In plants, special molecules known as pigments help absorb the energy from UV rays, thus reducing the damage caused by overexposure. Animals such as reptiles also possess protective traits like scales or bright coloring to shield their skin from the damaging rays. As UV rays can also be absorbed by materials such as textiles, some fabrics have been specifically engineered to contain chemical coatings that make them resistant to ultraviolet radiation.

UV resistance refers to a material's ability to avoid degradation caused by the absorption of UV radiation. The sun's UV rays break down chemical bonds in polymers, causing plastics to wear down and disintegrate over time. This is known as photodegradation.
