If the diploma is equivalent to intermedia then you can definitely get it. You can also email the universities you want to apply and they have counselor for guiding the students.

Usa , UK, Canada and Germany are the countries that are providing best course in computer science. Compare the standard of the university, fees, scholarships, accommodation etc before joining.
