Can I upgrade Mi4i handset to VoLTE?

No there is no way to upgrade Mi4i handset to VoLTE, all you can do is wait until there is some official update available. 

On a second note if you are okay with editing the system files of your Mi4i there is a tutorial I found which explains how to enable VoLTE on Mi4i but keep in mind that your device should be rooted and it might even get damaged from tampering with the system files. here is the link to the tutorial :  enable volte on xiaomi mi4i to use  jio services
