You must examine it carefully it may not actually be plugged in as you think it is. And before messing with anything I suggest you check  in with a specialist and then try something.

if the charging light is indicating, then your battery may have been damaged.

if there is no indication at all, then the issue may be with the charging port.

If plugged in but not working then their can be several reason -

1  either charger is disturbed some where , in this case test charging through a new charger .

2 try power off and turn on after 15 second minimum .

3 your laptop may have battery issue in that case request a replacement of battery from laptop company 

4  if charging pin is not working then request for its replacement from service center .

I assumed that the problem is your cord that was plugged in. Better, if you can ask computer technician and the like to check it to determine the real issue.

I also had the same problem with my laptop. But it occurs after I take my laptop for service. They had changed the battery and kept old one. So battery will not show charge above 1 %. When I have taken to service centre they asked to change it.

It could be the charger. You could try a different charger 1st.  if that doesn't work the jack may need to be replaced, and if it's under warranty it will likely be fixed for free. If it is not it may be best to take it to a local repair shop repairs like that usually average between 100-200 dollars (depending on how hard it is to replace).
