Felt so bad for Armenia, why Russia kept saying i will help, but didn't?

That's a big question. I assumed that they got what they wanted from them. Why do they need to give a helping hand, right? I just think that's the way how it works for them.

There are a few reasons why Russia didn't help Armania after its commitment to do so. First, Putin was very angry at Armenia for making the commitment and wanted to revenge them. also, Armania was not a party to the beyond-the-agenda deal that caused the Russian economy to collapse in the first place. Finally, Armania's government was not very popular and it was difficult to make it work.
