Snake are sensitive to sound and use to keep moving their neck in direction of sound, do they hear or is it something else?

Snakes do not have visible ears, They hear strongly on only using, "vibrations". They are not deaf just they cannot hear the sound as we do.

Yes, they do have ears but their ears are not visible. They have a fully formed invisible inner ear structure with no eardrums. the inner ear of the snake which is invisible to the outer world is connected directly with its jawbone which rests on the ground as it glides on the ground due to which they can feel the vibration and may hear low-frequency airborne sounds.

Snakes do not have external (outer) ear but posses ear lobe and middle and internal ear, mainly internal ear is responsible sound transmission and processing through which they can react for both loud and sudden sounds,  they are extremely sensitive to the vibrations generated on land and have ability to sense them from a long distances. However they are not able to sense the airborne vibrations.
