Yes if the water goes in to your camera not that severe but it will do. I already tried that when my phone has water in its camera I set my phone in the any dry rice or uncooked overnight then in the morning it get back to its normal camera.

I have heard of an uncooked Rice fixing a phone I tried it but it didn't work I guess it was really broken

You must have often heard that immersing your mobile phone in uncooked rice for some time fixes your damaged phone. Some believe that the rice retains the water from the phone and takes your phone back to the typical. However, this is not the case. The rice may retain the water somewhat yet, does not prevent the motherboard from corroding.

Yes i have listened to this many time from my friend, family and colleagues, 

Scientifically it might be correct as rice can absorb the moisture present in your phone and can dry it

My sister in law did this before and her phone works after doing it. It is a good thing that it did work and no need to buy a new one.

I had placed the phone on uncooked rice. Later the phone get worked. It gets worked for me. Bit for my friend didn't get worked.

There is no need to repair the mobile phone if it is not going to be used again. If the mobile phone has water damage, then you would need to clean the phone and then reocut the plastic Badge panel.
