I have owned numerous laptops of both types. I personally have no intention of ever owning another Windows computer unless some sort of software that I need isn't compatible with Mac.
The number one factor that should be considered by an individual who has minimal computer/technical knowledge and wants a laptop for personal use is viruses. I have never had a virus on any Mac computer I've owned. Actually, the only time I've ever even saw a sign of a potential virus is when I downloaded a partition program. The program essentially allows you to have a Mac and PC within your Mac. It uses some of the storage of your Mac to do this. However, when I ran Windows on my Mac, I got popups like crazy---just like people commonly get on PCs. Due to that, I immediately uninstalled the partitioning software. So while it is an option to run Windows on a Mac which could be considered a selling point, I personally don't recommend it.
MacBooks are better for college students, professionals, photographers, videographers, and writers (in my opinion). However, the price tag reflects the value. Keep in mind that you can get a Windows laptop (with less features and less performance capabilities) for less than $300. MacBooks are in the thousands.
Disclaimer: I've owned two Mac desktops and three MacBooks. All three of my MacBooks are MacBook Pros. I have never owned a MacBook Air, though I know people who have and they agree that Windows is disappointing in comparison.
To summarize my thoughts, I'd buy a Windows laptop if I needed it for a child or if I only used it periodically to use a search engine or check my social media. A MacBook costs too much to only be used in that manner. However, gif you do anything else like I've already mentioned, you will appreciate a MacBook. They are completely different from a PC though, so it will take a while to learn how to operate a Mac.
