Not so high that you'll suck the water in your mouth or get it in the bowl. But not so low that there's not enough pressure and that the chamber it is left to large
The perfect water level for a meth water bong should be less than 1 cup. This will be helpful in reducing the chances of having to clean the bong regularly. Additionally, a bong with a smaller bottom will also be more difficult to clean.
