I can't tell you what to do because I don't know enough about you but don't destroy your marriage on a whim because you might regret it later. It's your decision but think about it carefully first.

It actually depends but the answer is NO

if it is a colleague at work that just wants a hang out at work hours at a closest eatery just to relax and talk about work, then it can be okay. 

But if this persons shows relationship interested, then you should tell him strictly that you are married.

To avoid complications, it is better not to go out on a date with a guy

I would say that is wrong. I think you will be cheating on your husband. It's not right for a married woman to date when she is still married. Unless if the person just wants to be friends with out strings attached but when someone is taking you on a date expecting love in return that is not good for a married woman.
