Yes it's totally fine, but make sure that the jeweler you are contacting is good and can reach the bare minimum capabilities. In short a professional jeweler.

Because gold solder produces porosity when melted down to be used, whether your gold is in the form of scrap jewelry or old jewelry, it will need to be refined.

Yes, it is possible, if you have old jewelry you don't use much you can use the gold to make a necklace. Recasting doesn't much cost savings than buying a new one. Melting gold is unpredictable, this will definitely be custom work. Other karats of gold such as 14k or 18k are not 100% gold it mix with other metals, and have different melting points. The amount of cost will depend on the piece that's being re-cast plus the cost of the new piece.
