According to the commonly accepted theory our universe is huge and ever-expanding. This means that there is a good likelihood of Gensokyo world to exist out there or to be about to be created (maybe in a minute, or maybe in a million years). 

As for travelling such large distances, most of the options are either theoretical, in very early "proof of concept" phases of experimentation or outright relegated to sci-fi.

Some common ones include:

-Wormhole travel: think of it as a portal linking two distant points

-Close to relativistic (light) speed: this will take a long time, as light is rather slow (even though we are pretty sure this is the highest speed achievable in the physical universe) when compared to the vast distances between stars. In fact light is so slow that many of the stars we see in the night's skies have already died millions of years ago and their light is only reaching us now.

-Cryogenic travel: With this one you are not reaching Gensokyo, however you great-great-great-........-great-grandkids, might. Provided their vessel manages to sustain the life of multiple generations during their travel.

-Magic: I'm not sure how that one works. You need a different expert.
