Yes, you can fix it yourself. My boyfriend did, you can buy the screen and kit to fix it, on amazon. But! I also suggest to watch some youtube videos about this, because it is important to know what is underneath the screen of the ipad so you wont damage it. :)

Turn your iPad off and on. Force restart your iPad by pressing both the home and power buttons and maintain this hold until you see the Apple logo on the screen. Then release the buttons and the iPad restarts.

The question is, "Can you do it?" It is a matter of convincing oneself. If not that sure, it is better to ask somebody to do it. I am not a techy one, so it is my best option with this concern.

Short answer is you cannot do it yourself , you will need a new screen and you will need to install it yourself , if you have knowledge in doing that then sure go ahead otherwise just hand your iPad over to apple's service center and they will take care of it
