You should always dye your hair first then cut your hair. But if you are going for lets say Bob cut or any short cut you should cut your hair first then dye it

Many barbers color their hair first and then cut it. I think this only increases the price you pay for the hair dye. Especially if you have long hair, you'll have to use several packs. I first ask for a haircut, and then coloring. So I save money and get a good result.

The more hair you have, the more hair dye is needed. So unless you have really long hair, it doesn't matter. Back in the day, barbers used to put perfumed junk in after a haircut, so I would wait a few days (and shampoo the hair at least once), to make sure no residue is left in the hair that might interfere with the dye.

It's not right to die a hair before barbing the hair because the hair die might not reach the down part of the hair and you might end up barbing the dye out so i advice that you should barb the hair before dyeing the hair.
