Do some apartment buildings have rules that prohibit people from using anything that makes loud noises that’s audible in the neighbors apartments such as a vacuum cleaner power tools hammers etc if so if you want to vacuum your floors in apartments like these is it best to get a Roomba instead.

No there are no rules against vacuum cleaners.  However there are rules in apartments for consistent loud music and loud barking animals loud consistent arguments.   Vacuum cleaners don't make alot of noise.  Just respectful of others and you will be fine

In my city, people are not allowed to create loud noises in the neighborhood from 10:00 PM until 6:00 AM. If there are some special events in residential areas, they need permits.

No, there is hall in the apartment that allow to do parties. In that hall loud noise and music system is allowed. Dogs and other high noise are restricted by the law after 6 pm in our area.

In the town where I live no tenant is allowed to make noise using electronic devices to cause disturbance to other tenants .it's rule from house management .

Probably in my apartment there are no such silly rules you can make as much noise as you want but you as a person now's that you are disturbing the other nieghbours.
