You might start by removing any cases in your iPad and testing it by flashing on control centre on your device swipe right to the upper right corner on the screen and tap the flashlight button indicated by a torch. If the led flash doesn't work contact iPad touch and  if it works for sometimes, open the camera app and choose the flashlight button and change the settings.

Try turning your computer on and off. Try settings maybe in airplane mode. Some computers go to airplane mode so sensitively. Also check to see in your settings !ah have to manually turn on.
