After Kerala Floods, do you think Authority of Ministers should be limited to their knowledge only?

State of Kerala, India was affected with heavy floods this year (2018). Reason was, when State was hit by heavy rains, Power Minister of Kerala ordered to release water from 35 Dams at one go; and rest is worst condition. Have the minister some IQ that so much water coming out of dam during rains will result in flood, this would have been avoided.

Neither the officials who were employed on quota had any knowledge.
