The West Coast (California) doesn't have the right ocean temperature nor weather patterns to produce hurricanes and tornadoes. First, the Pacific Ocean (on the West Coast) is too cold to support the development of hurricanes. Since the water temperature is cooler, mega storms (like hurricanes) are unable to form - so California doesn't get hit by hurricanes. Tornadoes depend on lots of warm humid air and cold fronts. California doesn't have as much humidity as the Midwest, because once again,the Pacific Ocean is cooler. Also, the West Coast doesn't have extreme cold fronts like the Great Plains so there is nothing to aid in the development of tornadoes. The Midwest gets most of the tornadoes because the Gulf of Mexico has hot water, which creates more humid conditions in the middle of the country. Also, cold fronts often come down from Canada, which creates instability in the atmosphere.
