Yes, it is just normal. Shyness has nothing to do with the age, I think it is more on the person's personality. I've met a lot of people who are still shy in their 30s, 40s, and 50s. That is just natural specially when you are not used to or don't prefer to be surrounded with people. There are ways to improve it tho, so at least you will still be able to manage your shyness.

Absolutely, this is because at this stage one is getting out of adolescent to early adult  where one has to have convectional morals and any has knowledge on how to solve challenges  that are ready to meet during his pathway

There is no reason to by shy at 21 except there are unknown reasons for this character.  If you can identify the reason for your shyness you can start working on that habit to improve it.

I found somewhere in a book that at the age of 20 or 21 only, a part of brain is activated that part gives the first thought of what is right and what is wrong. We can understand that the changes which happen if we think about right or wrong. Then I think,after the age of 20,21 the person's shyness is decreased since he became much more serious about life then.

 it can be normal depending on a persons personality if they are an introvert than it is perfectly fine, however if they used to be more outgoing than being more shy could be a sign of depression which should be addressed before it worsens. It is normal for people to be shy their whole lives and there are advantages of being a shy person such as being a good listener and noticing certain nuances that most people don't can be invaluable.
