It depends on the specific vehicle, but in general, the third brake light is typically designed to activate only when the key is in the accessory or "on" positions. For vehicles that have manual transmission, the third brake light will typically activate when the gear is placed in a forward gear. It can also be programmed to turn on whenever the parking brake is engaged. Some third brake lights are illuminated when the headlights are on, when the driver needs to activate the brake lights but the car is still in motion.

There are several possible reasons why the 3rd brake light on your 2005 Chevy Malibu works only with the key in the accessory position and not when the car is running.

The brake light switch: The brake light switch is responsible for turning on the brake lights when the pedal is depressed. If the switch is malfunctioning, it may not be sending the signal to the brake light when the key is in the "on" or "start" position.

Electrical issue: An electrical issue with the wiring or a connection in the brake light circuit could be preventing the brake light from turning on.

The Body Control Module (BCM): The BCM controls various electrical functions in the car, including the brake lights. A malfunctioning BCM could prevent the brake light from turning on.

The Brake Light Relay: The relay could be defective and not allowing power to reach the brake light when the key is in the "on" or "start" position.

The code PO573 that is coming up is related to the brake light switch, it could be a symptom of the problem.

The cruise control not working can also be related to a problem with the brake light switch.

The issue may be with the brake light switch, which could be faulty or misaligned. The code P0573 indicates a malfunction with the cruise control system, which could be related to the brake light issue. A mechanic can diagnose and repair the issue.

This issue could be caused by a faulty brake light switch or a problem with the wiring. When the key is in the accessory position, power is suppliedto the brake light switch, allowing the third brake light to function. However, when the key is turned on or the car is started, the switch may not be receiving power or may not be functioning properly, causing the third brake light to not workto the brake light switch and the third brake light, allowing it to function properly. However, when the key is turned on or the car is started, there may be a break in the wiring or a malfunction in the brake light switch, preventing the third brake light from functioning properly. The code PO573 indicates an issue with the brake pedal switch, which could also be contributing to the problem with the third brake light. It is recommended to have a professional mechanic diagnose and repair the issue to prevent any safety concerns while driving.
