Exactly how you can ask questions during your webinar will be up to the organizer. However, typically there are a few common ways for question and answer sessions during webinars. First, if you have a webcam and microphone, you should be able to get the attention of your webinar's host, and ask some questions. For example, the host might ask if any participants have questions. That's when you can speak (or maybe wave at your camera) to get the speaker's attention to ask your question. Some webinars have an instant messenger feature that allows participants to type their questions. Often times you can type your questions throughout the webinar, and the speaker will periodically take time to answer them. Ethically, it is best to ask questions right after the presentation in a webinar. It is also the same principle in attending a training or meeting.

Most webinars will have a chat box or Q&A feature. Use this to ask questions of the presenter. You can also type your questions into the chat box and they will be sent to the presenter. If the webinar does not have this feature, you can reach out to the presenter directly via email or social media.
