Atoms are most tightly packed in solid matter. In a solid, atoms are arranged in an orderly pattern and are held together by strong intermolecular forces. This arrangement makes it difficult for atoms to move around, resulting in a rigid structure.

And this is because solid atoms are very close to each other disallowing any form of movement.
