The international criminal court(ICC) was established to persecute people that commit crimes that shock the entire international community .

Its a court aimed to persecute in a situations where national judicial systems are incapable of persecuting the person. Typically, it  investigates and persecutes leaders involved in genocide, war crimes, systematic organic rapes, forced disappearance, sterilization s.

Cases that rise to the ICC level are high gravity cases.Cases are generally persecuted only if the state is not willing to persecute at the national level.

ICC covers all Rome statute member states by voluntary admission and all UN member state in a case where the case persecution is referred from the UNSC.
