If the inverter battery is fully discharged then the inverter or UPS should put to OFF position and charge the inverter for enough time before putting it ON again.

 If the inverter is unable to charge the battery then you may charge it using another charger or inverter. Then connect it back again.

It is easy.Nowadays inverter are smart and show all in the screen. Just check your inverter. Alternatively you can use " digital multimeter ".

then you are activate only inverter and all type of gadget off and restart charging only on inverter and battery connected not any thing like fan and other.
