For brighter (not exactly white, as everyone is gifted with beautiful skin color) and glowing skin I recommend application of coconut oil every night for sleep. Then the next day just wash it off with a mild hydrating face wash. leave the skin as it is because our skin needs oxygen. Make a pack of rice powder, a pinch of turmeric, rose water, any essential oil and put it over face and neck and before washing it off gently scrub it (do it twice a week). You can also use it as a natural scrubber for your whole body. Then use your regular moisturizer after using a brightening face serum. This will soothe your skin and make your skin look healthier and brighter. You can also make a paste of bay leaves, raw turmeric, rose water or rose petals and mixed it with gram flour. It will definitely make your skin look radiant.
