Idi Amin himself was the President of Uganda during his regime. He came to power through a military coup in 1971 and continued to rule until 1979, when he was overthrown. Milton Obote was the President of Uganda during Idi Amin's regime.

Milton Obote was a Ugandan politician who served as the country's Prime Minister from 1962 to 1966 and again from 1980 to 1985. He was also the President of Uganda during two separate periods: from 1966 to 1971, and again from 1980 to 1985. During his second term as President, Obote was overthrown in a military coup led by Tito Okello and Bazilio Olara-Okello, which led to the end of his political career. He died in exile in Zambia in 2005.

Idi Amin ruled Uganda as a military dictator from 1971 to 1979. He took power through a military coup that ousted President Milton Obote. Therefore, during Idi Amin's regime, there was no elected president in Uganda. Instead, Idi Amin himself held the title of "President" and was the de facto ruler of the country.
