Traffic usually clears after morning commute and before evening buildup. 9:30 AM to 3:00 PM is the best time to avoid traffic in day time. Overnight, roads are much quieter, with minimal commuter traffic from 9:00 PM to early morning 6:00 AM.

Your best chance for a smooth drive on Route 1 & 9 is during off-peak hours. On weekdays, the ideal window is between 10:00 AM and 2:00 PM. Traffic clears up significantly after 8:00 PM and is usually light before 6:00 AM.

You should steer clear of the northbound lanes from 6:30 AM to 9:30 AM and avoid the southbound direction entirely from 3:30 PM to 7:00 PM. Weekends are generally better, though Saturday afternoons can be busy with local traffic, and Sunday evenings often see heavy congestion heading northbound toward New York City.
