Route 1 & 9 belongs to a major commercial corridor with heavy traffic during standard rush hours. Traffic usually clears after morning commute and before evening buildup. 9:30 AM to 3:00 PM is the best time to avoid traffic in day time. Overnight, roads are much quieter, with minimal commuter traffic from 9:00 PM to early morning 6:00 AM.
