Is Quora open to Philippines to earn?

I cannot find any answers to this concern. I even asked the administrator of Quora but to no avail. Would you mind sharing your expertise answers?

search on google countries that Quora paid or open an account there and check on the monetize button. You have to open an account to check.

I had registered and the site is asking me to have the first composition on Quora. I cannot do it because I am not sure if it pays people from the Philippines.

It is a little difficult to get answers on Quora, I don't use it that much this platform is better.

also in Quora  you don't earn for answering or asking, you earn on the views.
