Why is it that fowl do not urinate?

Fowls covert Nitrogen into Uric acid which doesn't not need as much dilution as urea(excretory product of mammals). This combined with the fact that they don't have a urethra and neither a seperate opening for urine to exit. This, the Uric acid is excreted put along with faeces through anus.

This is, most probably to save water consumption and reduce unnecessary weight as they have to fly.

This is because fowls do not have a urinary bladder like mammals. Instead they have an excretory system that combines waste products from the digestive system and the kidney.

Fowl or birds do not have a separate urinary system like mammals, which is why they do not urinate. Fowls does not urinate because they excrete nitrogenous waste in the form of Uric acid, which is combined with feces and excreted together from the cloaca, a common opening for feces, urine and eggs in birds

Birds do not urinate in the same way that mammals do because they lack a bladder and urethra. 

Instead, they excrete urine in the form of solid uric acid along with their feces. Uric acid emerges as a white paste and does not dissolve in water easily. 

Birds flush waste away from their bodies using a system of tubes called the uropygial gland.

all poultry have a combined waste called excreta that is feces and urine combined in the large intestine. Chickens do not have a bladder, so urine from the kidneys moves into the cloaca and by the act of reverse peristalsis is transferred into the large intestine.
