No one knows that for sure but some say that it was professor dumbledore that sent it to him and some say that sirius put a timed mail which turned up on harry's birthday but most probably it was dumbledore.

The anonymous sender of Harry Potter's father's Invisibility Cloak on Christmas was Albus Dumbledore. He sent the cloak to Harry as a gift, and it was the first hint of the connection between Harry and his father.

In the book Harry Potter and the Philosopher's Stone, Harry receives an invisibility cloak on Christmas from an anonymous sender. Later, Harry learns from Dumbledore that the cloak belonged to his father, James Potter, who left it to him as an inheritance. The cloak is a magical artifact that enables the person who wears it to become invisible. Harry uses the cloak many times throughout the series to sneak around and gather information without being seen. It is considered one of the most valuable possessions he inherits from his father.
