Yes a regulator needs to be installed at the source of gas supply.

Example: Gas Grill, the gas supply must be regulated to keep pressure  at a prescribed pressure for safety and also for grill, or appliance to work as designed. Outside tanks (gas supply) have a regulator at tank to again allow gas to flow to appliance at a set pressure. Because tank pressure will vary dependant on temperature.
