flamenco dancers do that. It is the spanish folkloric dance. But not a Spanish in itself. It was invented by gitanes of  romani ethnical group. Romani came from India and live evrywhere in Europe. But they live there own special life in tribes.

I agree that Spanish dancers do snapping of fingers. It seems that some nationalities can do this.

I think snapping of fingers while dancing has been a part of them, or may a culture.

Hip hop dancers used to snap their fingers on dancing. It was done initially not be a distraction for other downstairs people. Instead of clapping it was done.

I tried my best to know more about this. I found out that Flamenco dancers are the ones who snap their fingers when dancing. They are from the southern part of Spain.
