Both partners should be involved in housekeeping decisions in a healthy relationship. However, there may be times when one spouse should make decisions without consulting the other, such as when one spouse is the primary carer for the children or when the other spouse is unable to make decisions due to illness. Finally, the best method to assess whether it is healthy for one partner to make decisions about housework is to talk with each other and make decisions together as much as possible.

I really beleive that is a decision to be made by both parties , a marriage is a partnership therefore decision should not be only made by the husband alone. The fact that house help is needed will always be determined by the wife therefore the wife should make that decision and the husband will just need to support the wife with whatever she decides.
