Rice is a carbohydrate. Most carbs do somehow add fat to the body. The belly is no exception. The muscles will have fat around that area. Most dieters cut carbs from their diet. The main reason is to cut fats which arise from carbs.

Rice has a lot of starch and also too many calories in it. Unless ofcourse it is brown rice. So you may have to make sure that you are consuming the rice in moderation. And also making sure to exercise after you eat the rice. This way you can keep the weight in check and there is no belly fat after that.

Yes, no doubt but not only rice make our belly fat because from morning to night we take carbohydrates rich foods such as white bread, rice, cakes and biscuits as well as sugary foods such as soft drinks, juice, lollies and chocolates which result in high amount of glucose being released into the bloodstream after eating which make our belly fat.
